HDB leaks: owner, neighbour or town council, who pays?
When water shows up where it should not, the first question is often who is responsible. Here is the general picture.

Pipes inside your flat
Water pipes and fittings inside your flat, after the water meter, are generally the owner's responsibility. That includes leaking taps, concealed pipes, heaters and toilet connections.
Common pipes and areas
The common stack pipes (the vertical pipes shared by units above and below) and common areas are generally maintained by the town council. If several units on the same stack have chokes at the same time, report it to your town council.
Ceiling leaks between flats
If water is leaking through the ceiling from the flat above, HDB has specific guidelines on inspection and how repair costs are shared between the upper and lower flat owners. Check HDB's current guidance on ceiling leaks for how it applies to your flat.
Leaks from the flat above's pipes or bathroom
If the leak comes from your upstairs neighbour's pipes or a failed bathroom waterproofing, repairs in their flat are usually their responsibility. A plumber's report on the source helps when you discuss it with them.
What to do
- Take photos of the leak and note when it happens (e.g. after the upstairs shower is used)
- Check your own water meter to rule out a leak on your side
- Speak to your neighbour, then contact HDB or your town council if needed
- Get a plumber to identify the source before starting repairs
